Who can apply for Romanian citizenship?
There are various ways of applying for Romanian citizenship, even if you were born in Australia or New Zealand. We’ve provided summaries from the Romanian Embassy in Australia here to assist you below.
ROMANIAN CITIZENSHIP BY DESCENT – ROMANIAN ANCESTORS
Romanian citizenship by descent is available if you have an ancestor who was born in modern-day Romania or in former Romanian territories. You may be eligible if:
- One or both of your parents were Romanian citizens at the time of your birth
- You have Romanian ancestors (parents, grandparents, or further back) who were Romanian citizens
- Your ancestor was born in a region that was part of Romania at the time (this can apply to individuals from areas affected by border changes, such as parts of Ukraine or Moldova).

ROMANIAN CITIZENSHIP BY BIRTH
All persons born in Romania to at least one Romanian citizen parent are granted Romanian citizenship by birth.

ROMANIAN CITIZENSHIP BY MARRIAGE
You may apply for Romanian citizenship if:
- You are married to a Romanian citizen
- You have resided in Romania for at least 5 years while married to the Romanian citizen
- You are at least 18 years old
- You demonstrate knowledge of Romanian language and culture

Which documents do I need to apply for Romanian citizenship by descent or through emigration?
Below is the list of documents which our clients are often asked for when applying for Romanian citizenship by descent. We encourage you to contact your local Romanian Embassy or Consulate for advice as requirements do sometimes change.
If your documents are in English, then they will all need to be translated by an official translator into Romanian. We can help translate your documents for you!
All official Australian or New Zealand documents must have an Apostille stamp on them. An Apostille stamp verifies that your document is an official document and the contents of the document are true – only the Australian or New Zealand government can provide this stamp.
All Apostille stamps should be obtained before you send us your documents for translating – as this must be translated into Romanian.

Steps to Apply for Romanian Citizenship by Descent in Australia or New Zealand
If you have Romanian ancestors, then you may be eligible to apply for Romanian citizenship under the Romanian Citizenship Act!
Step One: Obtain relevant documentation
You will need to gather all of the relevant documents below in order to support your citizenship application.
BIRTH CERTIFICATE WITH APOSTILLE STAMP – TRANSLATED
You will need an original Australian or New Zealand birth certificate with an apostille stamp affixed to the back of it. Both documents must be translated into Romanian by an official certified Romanian translator.
MARRIAGE CERTIFICATE WITH APOSTILLE STAMP – TRANSLATED
If applicable, you will need an original Australian or New Zealand marriage certificate with an apostille stamp affixed to it. Both the marriage certificate and the apostille stamp must be translated into Romanian by an official certified Romanian translator.
CERTIFIED COPY OF YOUR ID
You will need to present a Certified Copy of a valid Australia, New Zealand or other passport or Certificate of Citizenship to prove which country you are currently a citizen of.
All of the information on this document must match the names in the birth and marriage certificates as well as the police check.
CRIMINAL RECORD CHECK – TRANSLATED
You will need a Criminal Record Check, which is typically a National Police Certificate issued by the AFP (if from Australia, see link here) or a Criminal Record Check from the Ministry of Justice (if from New Zeland, see link here).
This will need to then have an Apostille stamp affixed to it and both the Police Check and Apostille translated into Romanian by an official certified Romanian translator.
This document must not be older than 6 months from the date of issue.
If you were not born in Australia or New Zealand, then you will also need a second Criminal Record Check from the country of your birth. This is also to be Apostilled and translated into Romanian by an official certified Romanian translator.
PROOF OF ROMANIAN PARENT’S CITIZENSHIP
You will need to provide proof that at least one of your parents is a Romanian citizen.
This must be in the form of a Certified Copy of a valid Romanian passport, Romanian Identity Card or original Certificate of Citizenship issued within the last two years.
These copies must be certified by a Justice of the Peace.
As they will already be in Romanian, they do not need to be translated.
PROOF OF LINEAGE AND FAMILY RELATIONSHIP
You must provide documented proof establishing the family relationship between you and your Romanian ancestor. This includes:
- Birth certificates of all family members connecting you to your Romanian ancestor
- Marriage certificates (if applicable) showing name changes
- Death certificates (if applicable)
All foreign documents must have apostille certification and be translated into Romanian by an official certified Romanian translator.
LANGUAGE PROFICIENCY REQUIREMENT
Applicants must also demonstrate intermediate Romanian language proficiency (B1 level) by providing either:
- A language certificate from an accredited institution, OR
- Evidence of at least three years of studies conducted in Romanian
Exemptions from language requirement:
- Minor children included in a parent’s application
- Former Romanian citizens reapplying
- Applicants aged 65 or older
ADDITIONAL DOCUMENTS FOR MINORS (14-18 years)
For applicants aged 14-18 years, you will also need:
- Parental consent for the citizenship application – This must be a notarized declaration from both parents (or legal guardians) stating their consent for the minor to apply for Romanian citizenship
- Minor’s consent – A notarized statement from the minor (aged 14+) consenting to acquire Romanian citizenship, given in the presence of at least one parent
- Both parents’ signatures on formal consent declarations (or legal guardian consent if applicable)
These consent documents are legal affidavits that must be properly notarized. We recommend consulting with a Romanian immigration lawyer or the Romanian National Citizenship Authority to ensure the correct format and wording is used.

Step Two: Complete the Application Form
The specific Romanian citizenship application form you need to complete will depend on your personal situation and family circumstances. You can find all official application forms on the Romanian Ministry of Justice website here and additional consular forms on the Romanian eConsulat portal here.
These forms must be filled out in the Romanian language. If you are unable to do so, then we can translate them for you and assist with completing the forms in Romanian.
Step Three: Submit Application
Submit your complete application, including all original documents, translations, and required fees to the Romanian Embassy or nearest Romanian consular office.
Processing times vary and can take several months to years depending on the complexity of your case.

Frequently Asked Questions
Although it may seem daunting at first, applying for Romanian citizenship is a fairly straightforward process for most. Here are some of the questions which we commonly get asked by our clients.

Do I need a lawyer or migration service?
No! Most our clients apply for citizenship on their own without engaging any lawyers or citizenship services. It is entirely possible, and cheaper, to follow the steps on the Romanian government website and apply on your own.
How do I get the required documents?
You can ask family in Romania, or email/call civil registry offices in Romania yourself and request that they provide official documents such as birth certificates from your ancestors.
Do I need paper or digital translations?
The Romanian Embassy seems to prefer printed and ‘wet stamped’ certified translations, so we always mail copies out to clients when we know that they are applying for Romanian citizenship.
